1. WHAT IS DATA REPORTING?
Data Reporting shall mean the collection of data needed to monitor wholesale electricity and natural gas markets carried out by ACER pursuant to Art. 8 of REMIT. Such data must be provided, directly or through third parties, by Market Participants to ACER under the procedure described in the Implementing Acts (IAs). The parties (Market Participants or third parties) who/which intend to report the data need to register with ACER as RRMs.

2. WHICH DATA IS TO BE REPORTED TO ACER?
The following data must be submitted to ACER:
- orders and transactions related to standardised contracts for the supply of electricity or natural gas with delivery inside the European Union, defined in Article 2 of the IAs as contracts whose underlying is a wholesale energy product admitted to trading on a regulated market, regardless of whether or not the transactions are carried out on such market;
- orders and transactions related to non-standardised contracts for the supply of electricity or natural gas with delivery inside the European Union, defined in Article 2 of the IAs as contracts whose underlying is a wholesale energy product that does not fall in the category of standardised contract;
- contracts pertaining to the capacity to transmit electricity or natural gas inside the European Union, which is allocated through primary allocation by the TSO, or on secondary markets.

3. HOW DOES GME FULFIL THE OBLIGATION TO MAKE THE DATA REPORTING SERVICE AVAILABLE TO ITS MAKRET PARTICIPANTS?
According to Article 6 of the IAs, GME - as an organized market place - is required to offer its Market Participants, upon request, a proposal for a service of data reporting to ACER. To fulfil this requirement, GME organised a service of data reporting to ACER for its Market Participants, by developing a special Data Reporting Platform (PDR), through which it manages the necessary information flows to/from Market Participants and ACER. GME can carry out the data reporting activity on behalf of its Market Participants because it was qualified by ACER as an RRM on 20 August 2015.

4. WHAT IS THE PDR AND WHAT IS IT USED FOR?
The PDR (Data Reporting Platform) is an online platform developed by GME to allow Participants in the wholesale energy market to meet their requirement (pursuant to Art. 8 of REMIT) of reporting to ACER the data regarding the operations concerning wholesale energy products that they have carried out off GME’s markets. Additionally, with reference to contracts concluded bilaterally, GME provides Participants registered with the PDR to report to ACER also the data on behalf of their contractual counterparties.

5. WHO ARE THE RECIPIENTS OF THE DATA REPORTING SERVICE OFFERED BY GME?
The PDR service is provided only to participants enrolled in one or more of the energy or gas markets of GME, namely: the Electricity Market (ME), the Natural Gas Market (M-GAS), and the P-GAS Platform.

6. WHAT ARE THE FUNCTIONS OF THE PDR?
Through the PDR, GME provides Market Participants, upon request, with the external data upload service. In particular:
1) Market Participants upload to the PDR data and information (in ACER format) about their operations off GME’s markets, and GME subsequently transmits such data to ACER;
2) the PDR makes available to Market Participants the documentation provided by ACER confirming the success of the data reporting made by GME to ACER.

7. HOW CAN ONE REGISTER WITH THE PDR?
Access to the PDR is allowed only to parties who/which have already acquired the status of Participants in GME’s electricity and/or natural-gas markets/platforms (see FAQ 5.). To register with the PDR, the Market Participant must sign the data reporting contract, to be duly completed and submitted to GME according to the procedure specified by GME in the PDR User Manual. Before signing the PDR contract, the Market Participant is required to fulfil the registration obligation provided for in Article 9 of REMIT and obtain his/her/its own ACER code recognised in the CEREMP Register.

8. IS IT REQUIRED TO ENTER INTO A CONTRACT IN ORDER TO SIGN UP FOR THE EXTERNAL DATA UPLOAD SERVICE?
Yes, Participants wishing to make use of the external data upload service provided by GME and described in point 6. above must first carry out the procedure referred to in point 7. above and then send the external data upload service contract (whose form is available at https://gme.mercatoelettrico.org/en-us/Home/MonitoringAndREMIT/PDRen/HowParticipate) to GME. The data reporting contract regulates the rights and obligations of the parties with respect to the use of the PDR.

9. CAN DERIVATIVES CONTRACTS BE TRANSMITTED THROUGH THE PDR?
Yes, if the Participant has uploaded them in the format specified by ACER.

10. IS IT POSSIBLE TO TRANSMIT ELECTRICITY AND NATURAL GAS TRANSMISSION CAPACITY CONTRACTS THROUGH THE PDR?
Yes, if such contracts have been concluded by Participants on secondary markets, according to Article 6, paragraph 3 of the IAs. Such contracts must be uploaded by the Participant in the format specified by ACER.

11. IS IT POSSIBLE TO TRANSMIT BILATERAL CONTRACTS THROUGH THE PDR ON BEHALF OF THE COUNTERPARTY, EVEN IF SUCH COUNTERPARTY IS NOT A PARTICIPANT IN GME’S MARKETS?
Yes, as long as the Participant registered with the PDR is one of the two counterparties to the contract to be uploaded to the PDR. The Participant uploading the data to the PDR will be responsible for agreeing with his/her/its contractual counterparty on an appropriate data reporting proxy and/or delegation.

12. HOW DOES DATA REPORTING THROUGH THE PDR WORK?
Through the external data upload service, the Participant is required to autonomously upload to the PDR the data on operations carried out off GME’s markets, already in ACER format and in a timely manner to permit GME to transmit such data to ACER (see PDR User Manual). GME will forward the reports to ACER and then store the data sent and the acknowledgment receipts received from ACER.

13. DOES GME PERFORM RECONCILIATION CHECKS ON BILATERAL CONTRACTS?
No. GME will not perform any verification of reconciliation on the consistency of any data relating to bilateral contracts.

14. WHAT ARE THE PROTOCOLS AND FORMATS FOR TRANSMISSION TO/FROM THE PDR?
The protocols to exchange data will be consistent with the RRM requirements specified by ACER and will be aligned with GME’s standards. The formats of data transmission shall be those indicated by ACER in TRUM.

15. DOES GME PROVIDE PARTICIPANTS WITH A SERVICE FOR PREPARATION OF THEIR DATA IN THE XML FORMAT REQUIRED BY ACER FOR UPLOAD TO THE PDR?
No. The preparation of the xml files to be uploaded to the PDR falls under the responsibility of the Participant.

16. WHAT IS THE COST OF THE SERVICE PROVIDED THROUGH THE PDR?
For the external data upload service, Participants will pay a yearly fixed fee, of which GME defines, by 15 November of each year, the structure and extent, giving the relevant information in the appropriate section of its institutional website.

17. IS THERE AN OFFICE OF GME THAT IS DEDICATED TO THE MANAGEMENT OF THE SERVICES PROVIDED THROUGH THE PDR?

19. IS IT POSSIBLE TO CARRY OUT TESTS ON FILE REPORTING ON THE PDR?
Yes, GME provides Participants with a PDR test platform on which they may familiarise with the various features offered by the PDR. The procedure for accessing and obtaining the credentials for the PDR test platform – different from that of the PDR – is described on the page How to Operate.
